The decentralization processes are intensifying daily, as a result there is the formation and development of the local communities. Natural resource is an important element of community development that acts as an asset to the market economy and can generate significant profits and financial flows (by proper use). Besides, natural resources serve as a basis, a point of attraction for engaging business to the communities.
